The following information explains the considerations taken into account by Council when deciding to introduce a requirement that members of the public wishing to attend Council meetings register their attendance beforehand.
Purpose
The registration process is being implemented by Council to effectively manage public attendance at Council meetings.
- The introduction of this process will enable Council to continue welcome the general public into the gallery, facilitating participation and representation of those directly affected by Council decisions while promoting the health, safety and well-being of all persons attending Council meetings.
- Facilitating good governance in decision-making.
Transparency and Accountability
Council is committed to transparency and accountability. This Explanatory Note will assist the public in understanding and navigating the new registration requirement. Legal requirements: Council is committed to complying with the Occupational Health and Safety Act 2004, which requires Council to provide a safe and healthy working environment for employees and other persons attending Council buildings. Additionally, in order to fulfil Council’s role under the Local Government Act 2020 of achieving the best outcomes for the community, Council aims to maintain an orderly meeting whilst conducting the business of the Council.
Openness and inclusivity
Council recognises the importance of ensuring accessibility and inclusivity for all, including those without internet access or limited ability to attend in person. By providing both in-person and online viewing options, everyone will be able to participate in Council meetings. Council will assist any Individual whose rights are directly affected by the decisions of Council and who cannot register to attend in person or effectively attend online. We encourage anyone experiencing difficulty meeting these criteria to get in contact, and we will provide a suitable way to meet their needs.
Methods of registration
Council is providing a number of options for registering attendance at Council meetings, including completing an online form which can be found on Council’s website or allowing persons to either attend Council’s customer service centre in person or call 1300 368 333 for registration assistance.
Capacity limitations
Following a thorough risk assessment of Council Meetings, and in order to ensure the orderly conduct of the meeting, public safety, and to achieve good governance council has introduced a capacity limit of 70 people in the Gallery.

Yarra Ranges Council’s primary purpose for collecting registration information is to effectively manage attendance at Council Meetings and to ensure the safety of those in attendance. Yarra Ranges Council reserves the right to use the information provided for secondary purposes (related to the primary purpose of data collection). In line with Council’s Data Governance Charter. We will dispose of customer data responsibly and in line with Public Record Office Victoria policies.
By focusing on the above considerations which adhere to Council’s legal requirements and promote inclusivity whilst maintaining transparency and accountability, the registration process for entering Council meetings can be effectively implemented.
