Residential Property 4ha+ Waste Services Exemption Application

Residential rated properties that are four (4) hectares or larger can seek an exemption from all Council waste services where an appropriate method of waste disposal can be achieved.

You will need to meet eligibility requirements and provide details on how your household waste will be managed if a Council waste service is not provided at your property. 

Understanding Council's Waste Services

Yarra Ranges Council's waste services are designed to maximise the amount of waste material that can be recycled or composted and minimise the amount of waste disposed of in a landfill. 

The waste services comply with the Victorian legislation Circular Economy (Waste Reduction and Recycling) Act 2021. The waste services support Yarra Ranges Council’s Community Waste and Resource Recovery Plan

Section 3 and Section 11 of Council's Resource Recovery and Waste Services Policy 2023 details an option for possible exemption for a residentially rated property over 4 hectares in size, from all Council waste collection services if a range of eligibility criteria are met.

Council waste services currently included for residential properties:

Kerbside Bin Services 

Council's FOGO (food and garden organics) waste service includes all food scraps including dairy, meat and bones, citrus and mouldy food. These items can be composted and turned into new products. The service also includes your garden organics which might include materials from the garden such as lawn and plant clippings, weeds, leaves, twigs and small branches.

Council's Recycling services includes a range of items made from paper and cardboard, hard rigid plastics, metals and glass. These items can be recycled and turned into new products.

Council's Rubbish services includes nappies and other sanitary products, soft plastics, window glass, pyrex, animal feaces and many more items that are disposed of in a landfill. We continue to look for alternatives to landfill with our local waste management providers.

Step 1.Check if you're eligible

This application form is intended for residentially rated properties that are four (4) hectares or larger to seek an exemption from all Council waste services where another appropriate method of waste disposal can be achieved.

To be eligible of this application we will need to consider your proposed method of disposing of residential household waste which: 

  • Does not cause a nuisance
  • Complies with Victorian Environmental Protection Agency (EPA) regulations
  • Complies with the resource recovery intentions of the Recycling Victoria A New Economy Policy 2020
  • Is to Council’s satisfaction (including Local Laws, Planning Permit requirements and Environmental Health considerations).


Important to Note

  • It is not an option to opt-out of only one bin or one of the Council waste services.
  • This is an application to be exempt from all Council waste services. 
  •  In Victoria, it is illegal to dump or bury any kind of waste at a location that isn’t licensed to accept it. This includes private land.
  • Burning or incinerating household waste is banned.
  • It is not appropriate to use public street and park litter bins for household wastes.

Step 2.Complete an online application

If you are eligible you can complete an online application. This form will ask you to provide details of how household waste will be managed if a Council waste service is not provided at the property

Step 3.Wait for Council approval

This request does not automatically grant an exemption from Council waste services. Once an application is received the Resource Recovery officers will review your request and assess if all eligibility criteria have been met. If further information is needed they will contact you. 

We will endeavour to provide a written response with the outcome of your request within two work weeks.

Step 4.Once an application is approved

If an exemption is granted you will be notified. Council's waste services records for your property will be updated and arrangements made for the bins currently at the property to be removed.
