Accessible Parking Permits (formerly Disabled Parking Permits)

Victoria is transitioning to the new Accessible Parking Permit (APP) Scheme and online administration system.

From 30th November our Council will be participating in a Pilot of the new APP Scheme and online system, this means that our residents and organisations who require a new permit or need to renew or replace a permit will need to apply with the new application process.

The new APP Scheme and online system introduced in November 2020 has streamlined the application process, making it easier, simpler and more consistent across the state. All permits now  align with the COAG 2010 Australian Disability Parking Permit Scheme (ADPS).

Improvements to the Scheme include:

  • Temporary permits are available  for 6, 12 or 24 months;
  • Permanent permit lengths have increased from 3 years to 5 years for individuals;
  • A  permanent disability classification is available, so reassessments are not required for future permit renewals
  • A  single and secure state-wide permit design that supports a reduction the misuse of permits;
  • GPs and Occupational Therapists are able to make an assessment
  • Double Time (green permits) and permits for organisations will continue under the new scheme.

Parking entitlements apply anywhere in Victoria.

Using a disabled parking permit

The permit must be clearly displayed on the left side of the front windscreen with the expiry date and permit number visible from outside the vehicle.

When requested by an authorised officer, a driver using the permit must:

  • State his/her name and address
  •  Produce his/her driver's license
  •  Produce the relevant valid disabled person's permit
  •  Show proof that he/she or a passenger in the vehicle is the permit holder
  • Move the vehicle from the reserved place if the officer deems the permit invalid or there is insufficient proof the driver or passenger in the vehicle is the permit holder

A driver using the permit must either be the permit holder or parking the vehicle for the convenience of the permit holder who needs to enter or exit the vehicle.

The permit remains the property of Yarra Ranges Council and must be returned within 7 days of notification of such return being required.

An organisation may hold more than 1 permit but must justify in writing, the number of permits required. An organisation may also hold a trip specific permit.
