McDonald’s Healesville - VCAT Appeal P1175/2024

Permit YR-2014/1199 was issued by order of VCAT on 16 August 2016 to 17-25 Maroondah Highway for a mixed-use development (hotel - including epicurean centre and function centre), market, restricted retail premises, service station, take away food premises, and convenience restaurant).

The permit holder has applied directly to VCAT under Section 87(A)(2)(b) of the Planning and Environment Act 1987 to amend the planning permit under VCAT Appeal P1175/2024. 

Officers are currently reviewing the proposal and the submitted documentation. You can view the plans and other documentation provided on Track under application YR-2014/1199 (P1175/2024 - advertised documents). Copies of plans and other documentation are also available to be viewed at Council’s offices:

  • Anderson Street Lilydale; and,
  • 110 River Street, Healesville

In summary the proposal seeks to amend the planning permit issued by VCAT including to:

  • Amend the staging of the approved convenience restaurant and associated access from stage 3 to stage 2 with the Epicurean Centre amended from stage 2 to stage 3.
  • The roundabout in Maroondah Highway is to be provided as part of stage 3.
  • Amend the layout and design of the convenience restaurant.
  • Provide signage associated with the convenience restaurant.
  • Reduce convenience restaurant patrons from 80 to 55 with 16 car spaces provided (no car parking reduction).
  • Altered access to Maroondah Highway and additional tree removal.
  • Amend conditions to allow the above.

The approved hours for the convenience restaurant remain 6am to 1am the following day.

Relevant Dates

For parties to the appeal, the VCAT Hearing is set down for 2,3,4,5 & 6 June 2025.
