Overview

The Transport Accident Commission (TAC) L2P Program is a community-based program developed to assist eligible young Victorian learner drivers between the ages of 16 and 21 years (and in some circumstances, up to 23 years) who do not have access to a supervising driver, or an appropriate vehicle to gain driving experience required for a probationary license. 

The TAC L2P Program is funded by the TAC, administered by the Department of Transport, and delivered by almost 60 local councils and not-for-profit community agencies across Victoria.

Supported by $33.4 million of TAC funding through to 30 June 2023, 1,500 volunteer mentors and an ever-growing list of partner organisations providing in-kind and philanthropic support, discounted services, volunteer access and more, the TAC L2P Program is free for learner drivers who meet the eligibility criteria. Once accepted into the program, eligible learners are matched with a fully licensed volunteer mentor and have access to a program car which is used to gain supervised driving experience.

Joining the TAC L2P Program as a learner

To be considered for a learner position within one of the TAC L2P Programs, you must meet the following criteria:

  • Be aged between 16 and 21 years (in some circumstances we will consider applicants up to 23 years)
  • Hold a current Victorian learner's permit
  • Not have access to a supervising driver and/or
  • Not have access to an appropriate vehicle 
  • Are an Australian Citizen or permanent resident (including new arrivals and/or refugees)
  • Not be an overseas student.

Note: All learner applications are assessed based on answers to the questions within the application form and prioritised accordingly.

Joining the TAC L2P Program as a mentor

Volunteer mentors are an integral and highly valued part of the TAC L2P Program and we always welcome enquiries and applications. To be considered as a volunteer mentor you need to meet the following eligibility criteria:

  • Be over 21 years of age
  • Hold current full Australian driver's licence
  • Have satisfactory driver license history report
  • Be medically fit to drive (we may discuss this further through the application process)
  • Not be currently working as a professional driving instructor
  • a valid (volunteer) Working with Children’s Check
  • a satisfactory National Police Check

Apply for the TAC L2P Program 

Apply as a Learner

If you meet the criteria and would like to apply to join the TAC L2P Program, the easiest way to do so is by completing the learner TAC L2P Program application form.

You can do this one of two ways:

1. Online through your myVicRoads personal account where you can access the link to the online application form.

  • Login to your myVicRoads account or create an account to get started.
  • Navigate to Licenses and Learner Permits in your account
  • Scroll to the bottom of the page and select Apply as a learner in the TAC L2P Program to go to the learner's online application form.
  • When completing the application ensure you select Yarra Ranges as your local program

2. Download a paper-based application form

To provide an electronic signature, the PDF application form will need to be opened in Adobe Acrobat Reader.

Please note: You can only apply to one TAC L2P Program. In joining, your local organisation will be responsible for your participation and advice within the TAC L2P Program.
